Japanese Prime Minister Sanae Takaichi has orchestrated a significant Cabinet reshuffle, marking her second such move since taking office. Announced on September 17, the reshuffle notably diminishes the traditional sway of Liberal Democratic Party (LDP) factions over high-level appointments, emphasizing a more personalized approach based on direct feedback from party lawmakers.
Hiroshi Nakatsuka of Nippon Ishin, a junior coalition partner, emerged as a notable new entrant, becoming the party’s first Cabinet minister. Meanwhile, senior figures such as Chief Cabinet Secretary Minoru Kihara, Finance Minister Satsuki Katayama, Defense Minister Shinjiro Koizumi, and Foreign Minister Toshimitsu Motegi retained their positions, highlighting a blend of continuity and change in Takaichi’s administration.
The reshuffle was characterized by Takaichi personally reviewing questionnaires from LDP lawmakers to better align Cabinet appointments with their interests and expertise. Internal Affairs Minister Hisayuki Fujii and Reconstruction Minister Goshi Hosono were among those whose preferences were considered. Fujii noted that Takaichi discussed his policy priorities with him, while Hosono was tasked with overseeing disaster management and preparations for a proposed Disaster Management Agency.
Controversy has accompanied the appointments of Kazuo Yana and Yoshihiro Seki to the roles of agriculture and education ministers, respectively, as both have been previously implicated in a political funding scandal. This has prompted the opposition to demand further explanations regarding their past conduct, adding a layer of political tension to the reshuffle.
As the new Cabinet settles in, it faces pressing legislative tasks, including a proposal to temporarily reduce the consumption tax on food and a legislative bill addressing the number of Lower House seats. The reshuffle underscores Takaichi’s efforts to tailor her administration based on internal feedback while navigating ongoing political challenges.
