Japan Carefully Considers Response to U.S. Sanctions on ICC Leader

The Japanese government has responded with caution to the recent sanctions imposed by the United States on Tomoko Akane, the president of the International Criminal Court (ICC). Prime Minister Sanae Takaichi labeled these sanctions as “very unfortunate” and emphasized Japan’s intention to continue dialogue with the United States and other pertinent nations. As the largest financial supporter of the ICC, Japan’s approach reflects a careful balance, as officials stress the importance of maintaining a positive relationship with the US, Japan’s sole treaty ally.

Tomoko Akane, a former Japanese prosecutor, was appointed as an ICC judge in 2018 and ascended to the presidency in 2024, marking a historic moment as the first Japanese citizen in this role. Despite Japan’s measured response, its government has shown consistent support for both Akane and the ICC. Earlier this year, Prime Minister Takaichi met with Akane during her visit to Japan, reaffirming Tokyo’s commitment to backing the court’s mission.

The US stance towards the ICC has grown increasingly adversarial, with President Donald Trump authorizing sanctions against ICC personnel as of February 2025. US Secretary of State Marco Rubio later articulated Washington’s strategy, which includes undermining the court and encouraging allied nations to adopt a similar stance.

Japan has previously refrained from joining international statements condemning these US sanctions, citing its crucial diplomatic ties with Washington as a key factor in its decision. However, Akane has been vocal in her criticism of this cautious approach, urging Japan to adopt a more assertive stance in support of the ICC and the principles of international law.

While Japan’s public response remains guarded, it continues to navigate its role as a major player within the ICC, balancing its commitments to international justice with its strategic alliance with the United States. The complex dynamics underscore Japan’s diplomatic efforts to maintain its influence within the ICC while managing its vital partnership with Washington.
