Japan Allocates ¥3 Trillion for Additional Utility Subsidies in New Budget

In response to escalating energy costs and instability in the Middle East, Japanese Prime Minister Sanae Takaichi has revealed plans to enhance electricity and gas subsidies for households. These efforts include the preparation of a supplementary budget exceeding 3 trillion yen. The initiative seeks to alleviate the financial burden on households by reducing electricity and gas bills for an average household by about 5,000 yen from July to September, an increase from the previous year’s support of around 3,000 yen during the same period.

The government aims to fund the utility relief program, projected at approximately 500 billion yen, through the reserve fund allocated in the fiscal 2026 budget. The plan involves increasing electricity subsidies per kilowatt-hour during the summer months, with a focus on providing higher support levels in August, when energy consumption typically peaks. This strategy is part of a broader effort to mitigate the economic impact of ongoing instability in the Middle East and bolster energy-related measures.

In addition to the subsidies, the supplementary budget, which exceeds 3 trillion yen, will also encompass measures to sustain gasoline subsidies. These subsidies are crucial in maintaining average fuel prices around 170 yen per liter nationwide, with plans to continue this support throughout the summer holiday season. The budget will further include allocations to replenish reserve accounts used for electricity and gas subsidies, alongside financial aid for local governments to manage liquefied petroleum gas costs and other energy-related expenditures.

Despite the need for additional government bond issuance to finance these measures, Prime Minister Takaichi expressed confidence that the administration can implement the plan without causing disruptions in financial markets. The government is also promoting energy-saving initiatives to avoid imposing strict conservation measures that could potentially hinder economic activity. This balanced approach aims to provide necessary relief while maintaining economic stability.
